The Italian language version of wikipedia has published the following open letter which we reproduce in full below. Comment seems unnecessary.
Dear reader,
at this time, the Italian language Wikipedia may be no longer able to continue providing the service that over the years was useful to you, and that you expected to have right now. As things stand, the page you want still exists and is only hidden, but the risk is that soon we will be forced to actually delete it.
The Bill – Rules on Wiretapping etc., p. 24, paragraph 29, letter a) states that:
«For the Internet sites, including newspapers and periodicals delivered by telematic way, the statements or corrections are published, with the same graphic characteristics, the same access methodology to the site and the same visibility of the news which they refer.»
Over the past ten years, Wikipedia has become part of the daily habits of millions of web users looking for a neutral, free-content, and – above all – independent source of Knowledge. A new, huge multi-lingual encyclopedia, freely available to all, at any time, and free of charge.
Today, unfortunately, the very pillars on which Wikipedia has been built – neutrality, freedom, and verifiability of its contents – are likely to be heavily compromised by paragraph 29 of a law proposal, also known as “DDL intercettazioni” (Wiretapping Act).
This proposal, which the Italian Parliament is currently debating, provides, among other things, a requirement to all websites to publish, within 48 hours of the request and without any comment, a correction of any content that the applicant deems detrimental to his/her image.
Unfortunately, the law does not require an evaluation of the claim by an impartial third judge – the opinion of the person allegedly injured is all that is required, in order to impose such correction to any website.
Hence, anyone who feels offended by any content published on a blog, an online newspaper and, most likely, even on Wikipedia can directly request to publish a “corrected” version, aimed to contradict and disprove the allegedly harmful contents, regardless of the truthfulness of the information deemed as offensive, and its sources.
During all these years, the users of Wikipedia (and we want, once more, to point out that Wikipedia does not have an editorial staff) have always been available to review – and modify, if needed – any content deemed to be detrimental to anyone, without harm to the Project’s neutrality and independence. In the very rare instances it was not possible to reach a mutually satisfactory solution, the entire page has been removed.
The obligation to publish on our site the correction as is, provided by the named paragraph 29, without even the right to discuss and verify the claim, is an unacceptable restriction of the freedom and independence of Wikipedia, to the point of distorting the principles on which the Free Encyclopedia is based and this would bring to a paralysis of the “horizontal” method of access and editing, putting – in fact – an end to its existence as we have known until today.
It should be made more than clear that none of us wants to question safeguarding and protection of the reputation, honor and image of any party – but we also note that every Italian citizen is already protected in this respect by Article 595 of the Criminal Code, which punishes the crime of defamation.
With this announcement, we want to warn our readers against the risks arising from leaving to the arbitrary will of any party to enforce the alleged protection of its image and its reputation. Under such provisions, web users would be most probably led to cease dealing with certain topics or people, just to “avoid troubles”.
We want to be able to keep a free and open-to-all encyclopaedia, because our articles are also your articles – Wikipedia is already neutral, why neutralize it?

Just what is Evaluation 2.0?
Evaluation 2.0 is a set of ideas about evaluation that Pontydysgu are developing. At its simplest, it’s about using social software at all stages of the evaluation process in order to make evaluation more open, more transparent and more accessible to a wider range of stakeholders. At a theoretical level, we are trying to push forward and build on Guba and Lincoln’s ideas around 4th generation evaluation which is a constructivist approach incorporating key ideas around negotiation, multiple realities and stakeholder engagement. But this is the first part of the journey – ultimately, I believe that e-technologies are going to revolutionise the way we think about and practice evaluation.
In what way do you think this is going to happen?
Firstly, the use of social media gives stakeholders a real voice – irrespective of where they are located. Stakeholders can create and publish evaluation content. For example, in the past I might carry out some interviews as part of an evaluation. Sometimes I recorded it, sometimes I just made notes. Then I would try and interpret it and draw some conclusions about what it meant. Now I set up a web page for each evaluation and I podcast the interviews using audio or video and put them on the site. (Obviously this has to be negotiated with the interviewee but so far, no one has raised any objections.) There is the usual comment box so any stakeholder with access to the site can respond to the interview, add their interpretations, agree or disagree with my conclusions and so on.
Secondly, I think it is challenging our perceptions of who are evaluators. Everyone is now an evaluator. Think of the software that you use every day for on-line shopping from Amazon or Ebay or any big chain store. If I want to buy a particular product I check out what other people have said about it, how many of them said it and how many stars it has been given. These are called recommender systems and I think they will have a big impact in evaluation. We have moved from the paradigm of the ‘expert’ collecting and analyzing data into a world of crowd sourcing – harnessing the potential of mass data collection and interpretation.
Thirdly, the explosion of Web 2.0 applications has provided us with a whole new range of evaluation tools that open up new methodological possibilities or make the old ones more efficient. For example, if I am at the stage of formulating and refining the evaluation questions – I put it out as a call on Twitter. It’s amazing how restricting evaluation questions to 140 characters can sharpen them up!
I did an evaluation of a community capacity building project in an inner city area recently and spent quite a long time before I went to the first meeting walking around the streets, checking out the community facilities, the state of the housing, local amenities and so on, to get a ‘feel’ for the area – except I did it on Google Earth and with street-view on Google maps. There are about 20 or so other applications I use a lot in evaluation but maybe they will have to wait for another edition!
Fourthly, I think the potential of Web 2.0 changes the way we can visualize and present data. Why are we still writing long and indigestible text-based evaluation reports? Increasingly clients are preferring short, sharp evaluation ‘articles’ on maybe one outcome of an evaluation which they can find on a ‘newsy’ evaluation webpage – with hyperlinks to more detailed information or raw data or back up evidence if they want to check it out. We can also create ‘chunks’ of evaluation reporting and repurpose them in different ways for different stakeholders or they can be localized for different cultures – for example, I have started doing executive summaries as downloadable podcasts. I think evaluation 2.0 is about creating a much wider range of evaluation products.
Following on from that, I think Evaluation 2.0 breaks down the formative-summative divide and notions of ‘the mid-term report’ or ‘the ex-ante report’. Evaluation 2.0 is continuous, it is dynamic and it is interactive. For example, I use Googledocs with all my clients – I add them as readers and editors on all the folders that relate to their evaluations. At any time of the day or night they can see work in progress and add their comments. I keep their evaluation website up to date so they get evaluation information as soon as it is available.
So do you think all evaluators will have to move down this road or will there always be a place for evaluators using more established methods?
Personally, I think massive change is inevitable. Apart from anything else, our clients of the future will be the digital natives – they will expect it.
There will always be a role for the evaluator but that role will be transformed and the skills will be different. I think a key job for the specialist evaluator will be designing the algorithms that underpin the evaluation. The evaluator will also need to be the creative director – they will need skills in informatics, in visualizing and presenting information, the creative skills to write blogs and wikis. They will need networking skills to set up and facilitate online communities of practice around different stakeholder groups and the ability to repurpose evaluation objects.
The rules of engagement are also changing – in the past you engaged with a client, now you engage with a community. We also have to think how stakeholder created content might change our ideas about copyright, confidentiality, ownership, authorship.

We are happy to announce the launch of a new webs site, CareersTalk. The site, developed jointly between Pontydysgu and the Institute for Employment Research, Warwick University, provides access to the ongoing research and development we are undertaking into careers guidance and in particular, the use of new technology to support careers guidance. Much of this work has been undertaken with support from the EU Mature-IP and G8WAY projects.
The introduction says: “The web site is designed to provide leading-edge ideas for careers work – including information-advice-and-guidance, careers education, career counselling, mentoring, coaching, personal-and-social development, learning for well-being, for a changing world, portfolio development and individual action-planning. In particular it focuses on the use of technology for careers information, advice and guidance. Technology has already influenced, and will continue to influence, not only the ways in which guidance services are accessed by clients, but how they are used by them.”
The web site also provides links to working versions of our data visualisation tools.
I am not sure that I agree with Jon Dron’s idea of ‘soft’ and ‘hard’ technologies. But there are many ideas worth thinking about in this presentation. Terry Anderson comments “We had a bit of discussion if holist isn’t just a term for appropriate use of all three pedagogical generations, which we argue for in the paper, thus making the need for a fourth term redundant - just as modern distance education uses multiple generations of communications technologies (print, video, web etc.)”
It seems like this years PLE conference, held in July in Southampton, is only just over. And in many ways it is not over, we are now starting the work of editing papers for publication in journals. 2012 Horizon report
An advance copy of the the NMC Horizon Report 2012 K-12 Edition, due to be launched on June 14, identifies mobile devices and apps and tablet computing as technologies expected to enter mainstream use in the first horizon of one year or less. Game-based learning and personal learning environments are seen in the second horizon of two to three years; and augmented reality and natural user interfaces emerged in the third horizon of four to five years.
OER Quality
A new project is attempting to define quality standards for open educational resources in higher education; this is part of the OER Quality Project, a joint research between the universities of Barcelona, Santiago de Chile and the University of London.
The researchers for this project are lecturers and academic librarians and aim to define a set of quality standards and develop a good practices guide both for content design and for indexing open educational resources in institutional repositories.
They are looking for university lecturers, readers or professors (distance learning lecturers welcome too) willing to answer 2 surveys (20 minutes each) and to evaluate a set of OERs, according to certain guidelines and criteria, which will take 30 minutes to answer. Hangouts on Air
Personally I am not a great fan of Google+, although as Google increasingly integrates its different services it is hard to avoid. But, as Stephen Downes points out in the ever valuable Oldaily, citing an original blog post by David Andrade, “by far and away the best thing about Google+ is the Hangout feature, essentially a way to have a videoconference with ten of your friends. This latest upgrade allows you to broadcast your Hangouts to as large an audience as you want. “With Hangouts on Air, you will be able to broadcast yourself publicly to the entire world, see how many viewers you have, and even record and reshare your broadcast. The public recording will be uploaded to your YouTube channel and to your original Google+ post.”
With free skype video calls limited to two people and the increasing cost of proprietary synchronous elearning platforms like Blackboard Collaborate, Hangouts could become the system of choice for open online courses.
Gadgets and widgets
The Dutch SURFnet have announced the ‘Edu-Socializing Seminar’, to be held in Utrecht, the Netherlands, on June 12th and 13th. They say “Gadget and widget technology is gaining momentum in the Research and Educational community. Projects like the Role Project, Apache Rave, Sakai OAE and OpenConext implement and deploy these technologies, showcasing the possibilities and benefits of such loosely coupled and distributed environments. The projects address a wide variety of needs from within the community like, among others, personalized learning environments, mashing web and social content, distributed learning and online collaborations.
The event seeks to explore trends and foster these developments internationally, by bringing together experts from different fields into one event and joining them in a community. With interactive sessions the workshop wants to enable sharing of ideas and knowledge. At the same time the event wants to trigger new developments. With dedicated breakout sessions, common challenges can be addressed and solutions can be targeted.”
