Working further with the Learning Toolbox (LTB) – Part One: Notes on meetings with application partners

This week I have had a chance to participate in some working meetings that have discussed further work with the “Learning Toolbox – LTB”. As readers of this blog have learned during the last few years, the LTB was the main result of the Construction pilot of our EU-funded project “Learning Layers LL” (2012 – 2016). In the project researchers, technical partners and application partners in North Germany were involved in the co-design of the LTB and in the pilot testing of this integrative toolset in apprentice training and in the coordination of construction work. LTB was built as an integrative toolset that linked together mobile apps, resource tiles and communication tiles. As such it has facilitated project-based learning of construction sector apprentices in the training centre Bau-ABC Rostrup. In a similar way it has facilitated the cooperation and coordination work of construction site manager in a special project of ecological construction work in Verden. (These achievements of the LL project and the transition to follow-up activities have been discussed in my blogs in 2016 and in the first half of 2017).

In Spring 2017 I witnessed several working meetings in which my colleagues from Institut Technik & Bildung (ITB) and developers of LTB were discussing follow-up activities of the LL Construction pilot – with emphasis on new contexts for using the LTB.  Now – after a lengthy break – I had the chance to observe some further steps and progress to new milestones in these follow-up activities. In May I wrote more detailed blogs on these earlier meetings and on the initiatives that were taking shape. This time it is enough to make brief notes on the progress and on new milestones to be reached in the near future.

Verden: Looking at integrative hardware and software solutions to support process optimisation an construction site

In our previous meeting with the LL application partner Thomas Isselhard we had discussed several initiatives to promote the use of LTB via his networks for ecological construction work. This time my ITB-colleague Werner Müller and our LL-partner Gilbert Peffer (CIMNE) took further steps in their talks in Verden towards shaping one central initiative. The aim is to bring together hardware development (“BIM-Koffer”), software development (BIM, construction sector applications and network connectivity) and uses of LTB at construction sites. With this initiative the colleagues want to tackle several key issues that prevent effective uses of mobile technologies at construction sites. I am looking forward to hearing more of the further steps.

Firma H: Shaping integrative software ecologies to optimise company-specific knowledge processes and workplace learning

The next meeting (which I could also attend) was an interim assessment of the feasibility study and the workshop process that my colleagues had carried out with the company H (see my blog of last May). Now my colleagues had finalised their  feasibilty study and provided a draft report on the workshop with the company staff (of last June). Now the discussion focused on starting a short-term pilot with the solutions that were proposed in the reports: to start a transition to a more integrative software ecology – including new online communication arrangements between the offices and the worksite troops (with the help of LTB). The meeting made progress in setting the schedules, defining the pilot sites and the modes of participation (project team, supporting training arrangements). I am looking forward to hear more when the project activities in the field will start early next year.

Bau-ABC Rostrup: Continuing the work with Learning Toolbox and linking it to new software ecology

Our final meeting was at Bau-ABC Rostrup, our central application partner in the co-design and pilot testing of the LTB. With Bau-ABC we have had several follow-up activities/initiatives on which we now had a catch-up meeting.

In spring I had worked with a group of full-time trainers (Lehrwerkmeister) to develop coherent patterns for training in the cross-cutting area ‘health and safety’ (Arbeitssicherheit und Gesundheitsschutz) until the holiday break. (I have blogged on this activity in April and May 2017.) Unfortunately I had to extend my stay in Finland for personal reasons and then I got other duties. Now I was pleased to learn that a similar pattern of parallel thematic groups had been established and that there was an internal support team. Moreover, it was inspiring that these groups were also working with the LTB and its use in initial vocational training.

Parallel to this my colleagues have been working in the German-funded DigiProB project that introduces digital media to Continuing Vocational Training of construction sector professionals. In the project meetings and workshops that I followed in Spring I could see that this project shaped a new software ecology to match with each other a traditional course management database, an innovative platform for integrative project development and a workable mobile toolset for course participants. I will not go into the technicalities. The important thing in our catch up-meeting was that we could address the latest issues on the role of LTB as the participants interface for accessing course information and for planning their participation.

I think that this is enough for a quick update on these follow-up activities of the Learning Layers’ Construction pilot. My main point here is to demonstrate that our work with LTB is being continued with several application partners and on several fronts. Although the work with LTB may not have scaled up that quickly as expected, we are making progress in getting the work grounded. In my next post I will give another kind of progress report on work with the Learning Toolbox.

Wrapping up the ECER 2017 experience – Part Six: Developments in the VETNET community

With my five previous posts  I have shaped a series of blogs reporting on the European Conference on Educational Research (ECER 2017) that took place last week in Copenhagen. The first post outlined an agenda of themes to be covered. The second post provided insights into my own presentation. The third post discussed the themes ‘qualification frameworks’ and ‘credit transfer’. The fourth post discussed reforms in vocational teacher education and issues related to practicum studies of teacher candidates. The fifth post reported on a special research workshop that discussed ‘multi-methodological strategies in research on vocational education and training (VET). In this concluding post I will report of common events of the European Vocational Education and Training Research Network (VETNET) and on developments in the VETNET community. I will start with the common events in Copenhagen and then move to issues on the VETNET community and its activities.

The VETNET Opening Colloquium in Copenhagen

For many years the program of the VETNET network at ECER has been started with an Opening Colloquium or Keynote speech with discussants. In most cases this opening session has made visible VET research and current issues in VET development in the host country. This time the VETNET coordinators – Barbara E. Stalder and Christof Nägele – and their ‘local’ counterparts – Vibe Aarkrog and Christian Helms Jörgensen – had provided a two-course menu with desserts. Firstly, Vibe Aarkrog (from Copenhagen) gave insights into the host country with her presentation “A Danish perspective on VET: current challenges and recent changes”. Then Christian Helms Jörgensen (from Roskilde) broadened the discussion into the group of Nordic countries with his presentation “What can be learned from the Nordic VET-systems?”. Both presentations opened interesting insights into successive reforms and their main effects and (unexpected) consequences – and into modifications or counter-steering measures following each other. These input speeches were followed by comments of Lorenz Lassnigg (from Austria) and Stephanie Allais (from South Africa). Here I do not try to go into details. I am looking forward to the publication of the presentations on the Vetnetsite.

The VETNET General Assembly 2017

This year the VETNET Board had several interim activities and achievements to report. Here some main points on the reports of Christof Nägele, Michael Gessler and Lazaro Moreno:

  • The International Journal for Research in Vocational Education and Training (IJRVET) had gained more attention and had been indexed by further databases in different global regions. As we remember, the founding process was kicked off at ECER 2013 in Istanbul and the official launch took place in ECER 2014 in Porto. Now the journal has clearly reached a consolidated phase. (The latest issue came out just after the conference.)
  • The WERA network “Internationalisation of Research in Vocational Education and Training (IRNVET) – the global counterpart of the VETNET network had completed its working period in January 2017. As we remember, this wider international research network (under the auspices of the World Educational Research Association) had been initiated also at ECER 2013 in Istanbul and launched at ECER 2014 in Porto. This network had provided wider international support for the development of the IJRVET and international VET conferences and explored the basis for common thematic initiatives. The successor network (also called IRNVET) will continue the work in the years 2017 -2019.
  • The International VET Conferences (in Stockholm and in Bremen 2015/Rostock 2017) organised by host universities with the support of VETNET and IRNVET have also created their own traditions. During the ECER 2017 the host universities had reached a working agreement that both conferences will work on a biennial schedule and as Spring conferences. In Spring 2018 Stockholm University will organise its cruise conference as usual but the next one in 2020. In Spring 2019 the University of Valencia will host the next “Crossing boundaries in VET” conference to be followed by the next one in 2021. In this way the two conferences will work as mutually coordinated ‘neighbours’.
  • The VETNET contribution to European Skills Week is a new form of cooperation between the European Commission and the VETNET network. The cooperation emerged as a spin-off from the Bremen International VET conference in 2015 and took shape as a Research Workshop in the European Skills Week in Brussels in 2016. Now the VETNET network is preparing a new research workshop for the European Skills Week 2017. In this context the VETNET network has the possibility to award European VET researchers or research projects for special merits. This activity is led by Barbara E. Stalder.
  • The cooperation of VETNET with Emerging Researcher’ Network of EERA had been successfully continued with a specific workshop led by Christof Nägele, Michael Gessler and Lazaro Moreno.

Based on the impressive activity report the General Assembly was happy to carry out the election of a new VETNET Board (see more on this in a short while on the Vetnetsite.

Nomination of a new Honorary Member of the VETNET network

A special moment in the meeting was when the VETNET board proposed to nominate Prof. Dr. Johanna Lasonen from the University of South Florida (Tampa, Florida) and the University of Jyväskylä (Finland) as a new Honorary Member of the VETNET. This nomination will be forwarded to the Council of the European Educational Research Association (EERA). Below we see Johanna and Ludger Deitmer who presented the laudatio for Johanna on behalf of the VETNET Board.

Here a brief extract of the proposal submitted to EERA:

“Prof. Dr. Johanna Lasonen has contributed to the founding process of VETNET with her expertise on AERA Special Interest Groups. As a founding member of VETNET she has worked in the VETNET Board on several occasions and as a reviewer of the VETNET proposals since ECER 1997. She was the first ‘local’ VETNET programme chair for ECER 1999 in Lahti to set the standards for the VETNET Opening Colloquium, for VETNET Proceedings, VETNET social event and for VETNET study visits to companies and vocational schools. She has also been the pioneer in involving VETNET in cross-network sessions with other EERA networks and in developing contacts between VETNET and UNESCO. During her work as a coordinator of EU-funded and nationally funded projects she has promoted actively the dissemination of the work of these projects via ECER symposia involving partners from different countries. Recently, she has supported the founding process of the International Journal for Research in Vocational Education and Training (IJRVET) – the official organ of VETNET (supported by EERA) and she is an active member of the Editorial Board of the IJRVET. Moreover, she has contributed actively to the work of the global pendant of VETNET, the IRNVET network of WERA.”

We congratulate Johanna for the nomination and look forward to the confirmation by the EERA Council.

Looking forward to ECER 2018 in Bolzano/Bozen, Italy

In the light of the reporting on the VETNET sessions in my previous posts and on the network activities in this post we can be happy with the ECER 2017 and the VETNET program. Many thanks in particular to the VETNET coordinators Christof Nägele and Barbara Stalder, who put a great effort in getting everything working smoothly. Also, we can look forward to the next ECER that will take place in September 2018 in Bolzano (Bozen), Italy. The stand of the local organising committee in the exhibition area provided us helpful information and delicious apples from the region. Moreover, in Copenhagen we got acquainted with new participants from Italy and Spain who were developing ‘college research’ and continuing professional development in the field of VET. We are looking forward to new productive cooperation partnerships (also in the context of preparing the ECER 2018). Let us see, what we can achieve by that time.

Wrapping up the ECER 2017 experience – Part Five: Discussions on multi-methodological approaches in VET research

With my four previous posts  I have been shaping a series of blogs reporting on the European Conference on Educational Research (ECER 2017) that took place last week in Copenhagen. The first post outlined an agenda of themes to be covered. The second post provided insights into my own presentation. The third post discussed the themes ‘qualification frameworks’ and ‘credit transfer’. The fourth post discussed reforms in vocational teacher education and issues related to practicum studies of teacher candidates. In this fifth post I will report on a special research workshop that discussed ‘multi-methodological strategies and theory-diverse approaches’ as an effort to overcome theoretical and methodological diving lines. Below I will give a brief overview on the invited presentations and them add my comments (that I also delivered as a participant’s reaction in the session).

Invited contributions on ‘multi-methodological strategies’ and ‘theory-diverse approaches’

The idea to discuss possible ways to develop ‘multi-methodological’ approaches and to overcome theoretical and methodological dividing lines has been coming up some time. In the Stockholm International VET Conference Lazaro Moreno gave a presentation in which he paved the way for such workshops in the forthcoming conferences. To me, this session was the first step to implement the plan. The invited speakers presented their ideas on such ‘boundary-crossing’ approaches or potentials in their research contexts:

  • Petri Nokelainen from Finland started with a example from a quantitative study, in which the first phase of analyses was based on configuration frequency analyses. In the next phase the analyses moved into ‘data mining’ (with the help of a special software based on algorithms). Here Petri demonstrated an example of crossing a methodological boundary that was also overshadowed by cultural barriers.
  • Haege Nore from Norway presented an exemplary research context in which the theme was in the phase of making methodological choices. The study – commissioned by the Norwegian educational authorities – was focusing on the final examinations of apprentices. Here, Haege outlined a gallery of research perspectives that could be relevant for studying this theme. Then she indicated the policy-related priorities of the educational authorities. Yet, there was room for discussion on, what kind of complementary views could be taken on board in the methodological concept to avoid a too narrow approach.
  • Michael Gessler from ITB presented three exemplary studies as examples of perspective transformation, in which the role of theoretical starting points and methodologies is to be reflected in the light of the societal relevance of the studies. In an international conference the most striking questions were related to the transferability of the German dual system to foreign countries and to cooperation between learning venues (Lernortkooperation) in a North-German region. In the study on the transferability Michael and his project theme distanced themselves from the academic debate, whether transfer across different VET systems and cultures is possible. Instead, they focused on an empirical and historical question, how cultural transfer or transformation has been possible and what manifestations can be found. In the study on Lernortkooperation he shifted the question from attitudes to cooperation into identifying actual manifestations of cooperation (and on the level of intensity).
  • Christof Nägele from Switzerland discussed the prospects of developing longitudinal studies and experimental/intervention studies. In the first context he drew attention to the potentials of configuration frequency analyses and of multi-cohort sequence designs. In the second context he discussed the need of multiple reflection opportunities in experimental/intervention studies (and the necessity to have a proper control group). Finally, he discussed the issue of theory as a ‘Procrustes bed’ or as a tool for interpretation when studying transitions during learning careers.
  • Lazaro Moreno and his colleagues from Sweden had started to study the role of practical learning in the obligatory school as a foundation for choices whether to opt for a vocational learning pathway. In this respect the team had explored the history of the paradigmatic woodworking subject ‘slöjd’ (anglicized as ‘slojd’). Here, the interest was not only on the curricular history but to get informed of the teaching-learning processes as lived practice.
  • Finally, based on various individual contributions, Christof Nägele, Barbara E. Stalder and Michael Gessler had started to outline a common European VET Research Agenda (taking into account the role that the VETNET network is playing at the European Skills Week organised by the European Commission. (We need to discuss this interesting initiative at a later date.)

Reflections on prior discussions of the VETNET network on core concepts/approaches in European VET research

To me this session was of particular interest, since I could see it as a sequel to similar symposia in the early years of VETNET. In ECER 1997 in Frankfurt I had initiated a symposium to discuss core concepts and discipline structures in European VET-related research. In the symposium we had my introductory presentation and inputs from Gerald Heidegger (then ITB, Bremen) and Michael Young (Institute of Education, London). Without going into details I can summarise the common conclusion. We agreed on the interpretation that we have three somewhat different interpretations on European research in the field of VET:

  • VET as multidisciplinary area of research: According to this interpretation VET is primarily a common area of research that can be approached from different research disciplines. Thus, the field of VET does not necessarily provide a basis for specialised disciplines but can be seen as a research area for shared interests and exchanges.
  • VET research as a field for specialised interdisciplinary studies: According to this interpretation the specialisation on VET tends to generate interdisciplinary approaches to cover complex challenges in the development of VET (policies, systems, institutions and practices). Based on such development there are specialised institutes with interdisciplinary agendas for VET research (and with commitment to support VET development).
  • Pedagogics of VET as a set of  research disciplines with transdisciplinary characteristics: According to this interpretation the professionalisation of teachers and trainers in VET requires a set of research disciplines to support the pedagogic, organisational end societal development of VET. The shaping of such research disciplines is linked to the university curricula for VET professionals and related doctoral studies.

This rough generalisation provided the basis for co-habitation, mutual exchanges and co-development of the VETNET network during its early years. Also, in the same ECER conference in Frankfurt we had a triple symposium with the heading “Towards a European VET research agenda”. This was based on contributions from different thematic groups of the Forum network (“Forum for interdisciplinary research on vocational education, training and learning”). However, these contributions could at best be seen as a gallery of themes brought together by an emerging network within the VETNET community.

Looking back at that phase of the development of a European VET research community and comparing the earlier discussions (of 1997) with the ones in the current workshop (2017) I can see that the VETNET community has clearly reached a level of maturity. In the current situation there is no tendency towards particularisation or fragmentation (whether on theoretical or methodological grounds). Instead, the workshop was inspired by common interests to promote theoretical and methodological enrichment of VET research – with an emphasis on enhancing its societal relevance. Of course, the workshop was based on rather brief inputs that outlined the respective approaches. Nevertheless, they opened prospects for further steps in learning from each other.

I guess this is enough of this workshop in Copenhagen (2017) and of the reflections on its early predecessor in Frankfurt (1997). Surely this kind of discussion will be continued in the future conferences. Now, concerning the reporting on the ECER 2017, I will conclude this series with reflections on the joint VETNET activities and on the VETNET community.

Wrapping up the ECER 2017 experience – Part One: Thematic overview

In my previous post I already made some remarks on the circumstances that overshadowed my participation in ECER 2017 and on my plans to report on the experience on the VETNET sessions. Yet, I think it is better that I provide a thematic overview – or a working agenda – for my forthcoming blogs. With each of the themes to be covered I have also different role positions and interests of knowledge that need to be taken into account.

For the moment I see the need to report on the following themes:

  • My own presentation on “Begleitforschung” (Accompanying research) in the context of the Learning Layers project and in the follow-up of its construction pilot;
  • Issues on European/national qualification frameworks and in studies on credit transfer – in current projects and in the VETNET sessions of the past;
  • Issues on vocational teacher education and on the role of practice-based learning (= practicum) phases – in current contexts and as topics of our previous European projects;
  • Discussions on ‘multi-methodological practices’ and perspective transformations in research on vocational education and training (VET) – in the light of current studies and earlier (implicit) agreements on European VET research (within the VETNET community);
  • Updates on recent news and developments in the VETNET community.

I guess these are the key themes that I need to cover – and at the same time revisit my own experience as a presenter, session chair or active participant in the discussion.

Insights into ECER 2017 – Back to the ECER

As I indicated in my previous post, I had a longer summer break than I had planned. Therefore, I had to change my conference plans. I had to cancel my participation in the International VET conference “Crossing Boundaries in VET” because of clashes with an important event elsewhere. And I had to travel to the European Conference on Educational  Research (ECER 2017)  directly from Finland instead of having started my work in Bremen.

This year my participation in ECER was a kind of ‘return of the oldie’ since I had to skip the ECER 2016 in Dublin due to health issues. Luckily enough, the health issues were not in the picture and I could give a full contribution as a session chair (in four sessions) and as a presenter (one individual paper presentation). The above mentioned intervening factors caused a change in my plans regarding the content of my presentation. As I had to skip the conference in Rostock, I could now use that paper for my presentation in ECER. The topic that I originally had in my mind for ECER is on my list as an urgent task after I return to work.

In my forthcoming blogs I will give insights into my own presentation and into themes that were covered in the sessions that I chaired and/or attended as a participant. Furthermore, I will present latest news on the VETNET network for European research in vocational education and training.

Revisiting the Learning Layers experience – A “ToDo List” for forthcoming conferences

It just happened so that I had little chance to blog during the April month. Obviously this is due to the fact that I and my colleagues are still in a transition from our EU-funded Learning Layers (LL) project to successor activities. And as I have written in my previous posts, these follow-up activities need quite a lot of time for preparation – they are not merely continuation of the LL activities. I have experienced this in my initiative with the trainers (Lehrwerkmeister) of the training centre Bau-ABC on the theme ‘health and safety’ – it needs more groundwork than I expected. My ITB colleagues have experienced this in the ongoing projects and funding bids with partly new application partners and priority themes. However, we are not through with the key themes of the Learning Layers’ Construction pilot – although we have finished the final reporting quite some time ago. Now, we have a chance to revisit the project experience and draw conceptual and methodological conclusions of our work in the Construction pilot. And I have booked myself in to three conferences to have a closer look at our achievements and how review them from a conceptual point of view. Below I give brief insights into the conference papers that I am preparing at the moment.

The Stockholm International VET conference “Vocational Education and Training – Emerging Issues. Voices from Research” 8. – 9.5. 2017

The series of conferences starts with the traditional Spring conference of Stockholm University – organised on a ferry that cruises from Stockholm to Finland (the Åland island) and back. For this conference I am preparing a paper on the theme “Begleitforschung as mediator between action-oriented learning and digital change: On the role of accompanying research and training interventions in the Learning Layers Construction pilot“.

With this paper I am trying to give picture on our contribution as ‘accompanying researchers’ (Begleitforscher) in the Learning Layers’ Construction pilot – with a special emphasis of the pedagogic development of vocational training when introducing digital media. Here I make comparisons to some earlier cases of accompanying research in German pilot projects (Modellversuche) that focused on vocational schools and emphasised self-organised learning when introducing new curricular framneworks and digital media.

The Rostock International VET Conference Crossing Boundaries in Vocational Education and Training: Social Dimensions and Participation 16. – 18.8. 2017

The next milestone is the second international ‘Crossing Boundaries …’ conference (two years after the first one), now organised by the University of Rostock. For this conference I am preparing a paper on a similar theme: ‘Begleitforschung in the context of digital transformation in vocational education and training (VET): Linking work process knowledge to Industry 4.0.

With this paper I try to follow the thread that leads from the earlier ‘Humanisation of Work’ (HdA) and ‘Work and Technology’ (AuT) programmes (with pilot projects supported by accompanying research) to present date. Here the German and European research on ‘acquisitition of work process knowledge’ and on ‘social shaping of work, technology  and organisations’ played a major role. Concerning the newer research I will explore some cases of ‘shaping-oriented’ (gestaltungsorientiert) projects that focus on ‘Industry 4.0’ as parallel cases to Learning Layers.

ECER 2017 “Reforming Education and the Imperative of Constant Change: Ambivalent roles of policy and the role of educational research” 21. – 25.8. 2017, Copenhagen

The third milestone is the annual European Conference on Educational Research (ECER) in Copenhagen – directly after the above mentioned conference in Rostock. For this conference I am preparing a paper on yet another similar theme Begleitforschung revisited – Reflections on the role of accompanying research in the Learning Layers project, Construction pilot (2012 -2016)’.

This paper takes a closer look at the in-built methodological tension in accompanying research – what role is to be given on practical support for the developmental activities and what role for conceptual knowledge development beyond the particular case. Here the paper revisits the methodological self -reflection within German Begleitforschung in the 1990s and examines the process of Learning Layers’ Construction pilot with reference to frameworks and distinctions of that time – taking into account the conclusions of the two earlier papers.

I think this is enough content for a ‘ToDo-List’. Luckily enough, I am already making progress with all of them. However, there is that much reflection and rethinking involved that this work is not mere reporting in the same way as preparing ‘deliverables’ for the review panel. Therefore I am not intending to prepare a series of blogs to cover the papers in the same way as before. Each paper and conference is a case of its own and I need to take time in between. Moreover, with each conference we have different arrangements for publishing and therefore I need to find out what are the policies regarding ‘pre-publishing’ individual papers. But we shall see – time passes quickly and the first conference is already in the coming month. So, I will get back to these papers very soon.

Final Review of Learning Layers – Part Three: Comparisons between and reflections on the pilot sectors

In my two previous posts I have started a series of posts on the concluding event of our EU-funded Learning Layers (LL) project – the Final Review. In the first post I explained how we came to the idea to organise the event primarily at the Norddeutsches Zentrum für Nachhaltiges Bauen ((NZNB) – North-German Centre for Ecological Construction Work in Verden, near Bremen).  I then gave a picture of the arrangements on site and on the special agenda of Review Meeting (with interactive exhibition spaces as addition to traditional presentations). In the second post I focused on the contributions of the Construction Pilot – on our topics and how we presented our message (with poster wall, exploitation tables and presentation session). In this third post I will focus on the comparisons between the Construction pilot and Healthcare pilot that I and Tamsin Treasure-Jones presented as tandem-presenters. (In the agenda this was labelled with the title “Future of Learning in digital transformation of SMEs” – led by Graham Attwell. Here I will focus on our reflections on the two sectoral pilots and on our conclusions from cross-sectoral comparison.)

Interests, obstacles and challenges for digital transformation in the pilot sectors

Looking back at the project start we presented the following interests, obstacles and challenges that had a role in promoting or preveing digital transformation in the pilot sectors:

In the Construction sector:

  • Productivity of workforce was emphasised by the representatives of the umbrella organisation of the construction industry (Bauindustrieverband) as a major source of innovation to be be explored.
  • Several pioneering enterprises had introduced earlier digital tools but made negative experiences with non-mature technologies and less user-friendly software solutions.
  • Most construction companies had very restrictive policies regarding the use of mobile devices at construction sites – partly to avoid hazards due to lack of concentration, partly to ensure data protection and data privacy.
  • Most apprentices were not familiar with domain-specific apps and had mainly used to digital tools and Internet for private hobbies and interests.

In the Healthcare sector:

  • The pilot contexts were overshadowed by high workloads and high stakes. Therefore, time for reflection and learning was limited. Readiness for innovations was available, if one could foresee quick wins. The management representatives and staff were wary of technology that is not yet robust or fit for purpose.
  • There was an increasing emphasis to have more collaboration (between teams and SMEs in healthcare) but this tended to create new demands on staff time, information overload and slow down decision making.
  • In  the SMEs usage of digital technology was limited due to lack of WiFi and reliance on traditional desktop computing.

Co-design, capacity-building and user engagement in the pilot sectors

Looking back at the activities in the two sectoral pilots, we can summarise the somewhat different developments in the following way:

In the construction sector:

  • Participative Research & Development dialogue was primarily promoted in one central application partner organisation (Bau-ABC). It involved users (trainers & apprentices) and technical partners but was kept together by a supporting accompanying research team.
  • The co-design process was based on preliminary idea that was revised in an iterative process that prepared the grounds for shaping an integrative and flexible mobile toolset. During this process the Multimedia training schemes had a bridging role in carrying the process to next phases and in promoting the users’ web competences for the piloting.
  • Wider stakeholder engagement served the purpose of promoting the idea of an integrative toolset and getting new impulses and feedback for the co-design.

Co-design, capacity-building and user-engagement in healthcare:

  • Co-design process was shaped with three parallel design teams – involving different sets of users, researchers and software developers from different countries and organisations.
  • In general the activities were based on Design-Based Research process model and on several iterations. At the final phase of the processes they were reaching the stage of partial integration of originally separate tools.
  • Training was built in into co-design and pilot activities but it couldn’t integrate the pilot groups and bridge the gaps.
  • Pilots were extended to wider groups when initial user groups (involved in the design teams) encountered difficulties in making actual use of the tools in the context of work. Wider stakeholder engagement served the purpose of opening the piloting beyond the original co-design teams.

 Signs of transformative practice in the two sectoral pilots

Looking at the experiences in co-design, capacity building and using the tools in the two sectoral pilots, we can summarise the achievements as ‘signs of transformative learning’ in the following way:

In the construction sector

  • The Bau-ABC trainers’ work with their own domain-specific blogs and their project-specific stacks for Learning Toolbox helped them to create ownership of digital tools and confidence to use them. Likewise, the apprentices accepted the use of digital tools and web resources as welcomed enrichment of their learning practices.
  • Some Bau-ABC trainers used Learning Toolbox as an instrument to plan integrated training projects. In this way they could address working interfaces at construction. From the perspective of productivity and energy-efficiency these interfaces (e.g. in the work of bricklayers and carpenters) are of vital importance. Here the engagement of the two trades in joint projects (which require familiarisation in the other trade’s tasks) can be seen as a major step in  developing collaborative projects of different trades.
  • The presentation of Thomas Isselhard on Learning Toolbox in the coordination of work at a construction site (see Video 1 and Video 2) give a clear picture of the advantages of using Learning Toolbox by different parties.
  • Yet, the positive examples referred to need to be seen as ‘instances of change’ which require further support by management decisions and by engagement of further users (see the next point below).

In the healthcare sector

  • The workshops of the Healthcare pilots also managed to create ownership through co-design – such as the participants’ engagement with “our Bits & Pieces” applications.
  • The workshops facilitated moving from a culture of cooperative (externally coordinated) to collaborative (mutually coordinated) work – overcoming fears around change of own & others’ work.
  • The pilot activities enabled a wider group to act as developers of new ideas, not only as reviewers (of the usability of the tools).
  • Yet, the above mentioned  learning experiences in the project activities were not enough to overcome the hurdles in the organisational everyday life (see the next point below).

Lessons from the project work (altogether) in the two sectoral pilots

Lessons from construction pilot

  • Major part of the co-design, capacity-building and piloting activities took place in the training centre Bau-ABC. It was relatively easy to integrate the activities into the training projects. Also, given its various training activities Bau-ABC was in a position act as a multiplier-organisation in its various networks. This is also the case with the Verden-based Netzwerk Nachhaltiges Bauen ((NNB) – Network for Ecological Construction Work).
  • In the pilot activities the Learning Toolbox proved to be a flexible toolset that could be easily customised to support trade-specific learning as well as coordination of construction work at construction site.
  • Concerning the roll-out to construction companies, it has been essential to demonstrate the Learning Toolbox at the stage of ‘working tool in action’ to get construction companies start their own pilots. These, however require a greater degree of customisation and integration of ‘learning’ with the optimisation company-specific work and business processes.

Lessons from healthcare pilot

  • Major part of the co-design, capacity-building and piloting took place in General Practice stations – in which there was less time and space for introducing new tools and practices in the middle of daily work. In the exploitation phase it became clear that organisations that are responsible for education/training of healthcare professionals are in a better position to start the initial piloting.
  • The pilot activities in Healthcare sector focused on tools that were designed for collaborative use (across the organisation or particular networks or teams). It appeared that in many cases there was a risk of ending up with parallel processes (for those using the tools and those not getting involved) and therefore the use of tools could not be established as a general practice. In this respect the use of Learning Toolbox has been less dependent on the number of users within the organisation.
  • Also in the exploitation activities in Healthcare sector it has been important to have examples from using the tools in real work settings to facilitate transfer of innovation beyond the original contexts (the organisations involved in co-design activities).

Final Review of Learning Layers – Part Two: Presentations on the Construction Pilot

In my previous post I started a series of posts on the concluding event of our EU-funded Learning Layers (LL) project – the Final Review. I also explained how we came to the idea to organise the event primarily at the Norddeutsches Zentrum für Nachhaltiges Bauen ((NZNB) – North-German Centre for Ecological Construction Work in Verden, near Bremen).  I then gave a picture of the arrangements and the agenda of Review Meeting and how we made use of the spaces provided by the NZNB to present our work in a more dynamic and dialogue-oriented way. In this post I focus on our reporting on the Construction Pilot – what we reported and how we presented our message (taking into account the different arrangements we had prepared before the review panel arrived.

Construction Pilot: Exhibition space and presentation session

We started our contributions with a ‘guided tour’ round the Exhibition space of the Construction Pilot and the first station was the Poster Wall that presented the story of construction sector pilot activities (with focus on Bau-ABC Rostrup. The poster wall consisted of nine posters that presented the different phases of co-design processes, training measures and emerging impact (the vertical columns). However, when reading the horizontal rows, the story became an integrated picture on mutually supporting activities that paved the way for increasing involvement of the users (Bau-ABC trainers) and demonstrated how they became owners of their own multimedia learning and of the use of Learning Toolbox in vocational training (in their trades and in joint initiatives). At this stage two Bau-ABC trainers – Markus Pape of the carpenters and Stefan Wiedenstried of the road-builders – had joined us and could answer to questions concerning their role in the pilot and on their experiences on using their trainers’ blogs and the Learning Toolbox in their training activities. With an additional poster Melanie Campbell highlighted the impact of Learning Layers activities at the organisational level and the steps that Bau-ABC has taken towards shaping its own Digital Agenda. Also, on the follow-up activities she had a separate poster to present the DigiProB project in continuing vocational training as a successor activity.

The exploitation tables: Start-up initiatives and successor projects

The next station in the ‘guided tour’ were the two exploitation tables. The first one presented the start-up companies that take the work of Learning Layers further on commercial basis. Here, the most important for us is the Bremen-based “stack.services” that has been founded by the developers of the Learning Toolbox (LTB) to support the use of the tool. After the project it will be the main partner for the follow-up activities that will use LTB. In the second table the reviewers got an overview of different UK- and German-based follow-up projects in which LTB is being used. Also, they got information on current talks with companies that want to start using LTB independently of publicly funded projects.

The presentation session: Insights into changing practices in training/learning and into evaluation studies

In the presentation session Lars Heinemann emphasised that the capacity-building in multimedia and web competences needed to get integrated into the pedagogy based on action-oriented learning (Handlungsorientiertes Lernen). He pointed to the evidence already provided by the Bau-ABC trainers. In the subsequent presentation Markus Manhart provided insights into the findings of evaluation studies concerning the following aspects: a) Challenges and barriers, b) Changes in learning and working practices and c) Enhancement of pedagogy in training. Here, the two Bau-ABC trainers could give further examples on their own use of Learning Toolbox and on the impact on the learning behaviour and motivation of apprentices. In the final presentation Thomas Isselhard presented an example on the use of Learning Toolbox in the marketing of good quality construction work in the competition “Grüne Hausnummer” (Green label on the quality of ecological and energy-efficient construction work).

I think this is enough of the presentations on the construction pilot. Altogether, my impression was that we gave a coherent and genuine picture of serious efforts to achieve results. The contributions from the evaluation studies supported the picture that was given by the application partners and the accompanying researchers – the Learning Toolbox was becoming a tool that was appreciated by the users (alongside the trainers’ blogs that emerged as a result of the Multimedia training initiated by the project)- However, for further steps they needed further steps at the level of their own organisations and network partners. Yet, the interested partner organisations were taking initiatives to start their own pilots. Given this picture, we were in a good position to compare the results and learning experiences between the two sectoral pilots.

Political Economy of the 21st Century – Food for thought over the holidays and for the new year

I have already completed my duties with in my daily work, left Bremen behind for a holiday period and landed happily to my domestic Finland. Normally, when I am entering the holiday mood, I give my blog a rest and take some time off as a blogger. Likewise, I have tended to leave behind the habit to send Christmas cards (and switched to e-cards). Now, I am doing something different: I am sending via my blog season’s greetings – food for thought worth keeping over the holiday period and catching up with in the beginning of the year 2017.

All my years as an expatriate in Germany I have learned to appreciat the German radio channel Deutschlandfunk and its Sunday morning program “Essays und Diskurs”.  And during the last few weeks they have had a very special series of these with the heading ‘Political economy of the 21st century – on the actuality of Marx and “Das Kapital”‘. I know that such a heading can provoke different reactions and assumptions, what these programs might be about. To me it was inspiring to listen to some of them – contemporary researches discussing present date problems and issues of social theory – working these issues through with reflective reading on Karl Marx. They were looking at ways to set our current problems into interpretative frameworks and exploring the heritage of Marx with focused reading of “Das Kapital”.

I guess this is enough of introduction, I will give links to the six programs of this series below. And yes, the authors had written their contributions in German and presented them in German. But since my links are to the written contributions, they might be accessible to others than German-speakers as well.  For those, who want to listen to the audios, the pages give links to them as well. My journey with Institut Technik & Bildung (ITB) – Part Four: From the TTplus project to Consultation seminars (2007 – 2010)

With my previous posts I started to write a serious of blogs with the heading “My journey with Institut Technik & Bildung (ITB)”. These blogs are intended to support the work (or follow-up) of the ITB “Klausurtagung” that will take place on Friday 9. December 2016.  The inspiration to write personal blogs that deal with the history of ITB comes from the Klausurtagung 2015. With this series I try to compensate my absence due to health issues and to pass a message, wah has happened at different times and with different themes. In the first post I tried to cover my first encounters –  my study visit in 1989 and participation in the Hochschultage Berufliche Bildung 1990 conference. In the second post I gave insights into the Modellversuch Schwarze Pumpe and to related European cooperation projects 1995 – 1999. In the third post I discussed the Europrof project, the Unesco International TVET meeting in Hangzhou 2004 and its follow-up. In the fourth post I will discuss the development of our work from the TTplus project to the European Consultation seminars on VET teachers and trainers in the years 2007 – 2010.

Remarks on the earlier history of the theme “Teachers and trainers in VET” at European level

My first encounter with the theme “Teachers and trainers in VET” at European level took place, when I was working in Cedefop (European Centre for the Drevelopment of Vocational Training) as a national seconded expert sent by the Finnish government. Cedefop was being relocated from Berlin to Thessaloniki, Greece and I had just got a new contract with which I would start as a temporary official of the EU in Thessaloniki. At that time the Cedefop project manager who was in charge of the newly started project “Teachers and trainers in VET” asked me to take over this project since she was leaving Cedefop and moving to Eurostat. For her this was a project to be completed when the national reports for all countries are completed.

When I had joined the project, I realised that there was a strong community-building process going on and that it should not be dropped. Yet, I had already got my activities in VET research cooperation started (accompaniment of European projects, joint synergy seminars with top projects, participation in European policy dialogue events with the projects) and I couldn’t concentrate sufficiently on the practitioner network. After a lengthy transition period another Cedefop project manager took over this project and managed the official launch of the TTnet network in 1998 (based on the preparatory work in the years 1995-1997).

From that point on the TTnet seemed to be the natural address to collect European studies and expertise on the theme ‘teachers and trainers’ However, there were two major limitations in the way that the network had been constituted. Firstly, following the Cedefop tradition, the network was built upon national contact points that coordinated the activities and eventually invited further actors. This was a somewhat exclusive mode of participation. Secondly, it was left to each country, whether the contact point is hosted by institutions for vocational teacher education or major training organisations (with ‘training the trainers’ activities) or national VET authorities. As a consequence, the national contact points covered the field from the perspective of their own priorities.

When the European Commission in the years 2005-2006 was looking for ways to analyse more closely the role of VET teachers and trainers as a target group for European policies, these measures were not crried out via TTnet but via new priorities in the Leonardo da Vinci programme and via specific tenders (which also were open for the TTnet members as well). From the thematic pointof view, special emphasis was given on measures that focused on in-company trainers or on trainers in specialised training organisations (beyond the initial VET). This was the background for the many parallel activities on the theme ‘teachers and trainers’ that were carried out by ITB in the years 2006 -2010: The Eurotrainer I survey, the TTplus project, the Consultation seminars and the Eurotrainer II network. Below I will focus on the TTplus project and the Consultation seminars in which I had a major role.

The TTplus project – approaches and initiatives

The TTplus project was set up with the ambitious heading ‘Framework for continuing professional development of trainers’ and building upon the experiences of the Euroframe project (see my previous post). The project took into account from the beginning the fact that the patterns for employing trainers (for workplace-based learning) and the respective arrangements for ‘training of trainers’ vary to a great extent. Therefore, The empirical work was based on three case studies to be carried ou in the particpating countries – then to be followed by policy analyses, reflections on the role of European Qualification Framework (EQF) and recommendations.

Concerning the policies and/or societal boundary conditions for engaging trainers and organising ‘training for trainers’ the case studies and policy analyses provided the following kind of group picture:

  • In Germany the exisiting framework for training of trainers (AEVO) had been teamporarily suspended (in order to encourage the companies to take more apprentices. The companies that were studied were interested in supporting training of trainers – and used AEVO as a basis. Yet, they saw AEVO as minimum and were looking for more.
  • In Portugal the partners studied private training providers who organised employment schemes commissioned by the employment services. The trainers’ aptitude certificate (CAP) required as minimum standard tended to reduce the pedadgogic room for manoeuvre to traditional frontal teaching.
  • In Greece the companies studied were not subject to follow any government policies regarding in-company training – this was up to company-specific decisions. Likewise, it was up to the companies to engage trainers and to consider the competences of trainers from their perspectives. From the analyst’s point of view there was a case for a government intervention to to introduce minimum level training obligations and minimum standards for trainers.
  • In Wales the companies contacted had outsourced most of their training activities and these were catered for by freelance-trainers who had developed their career as allrounders (from the content point) and as training technique specialists. Whilst they were in the position to outline frameworks for professional development (but were sceptical whether such frameworks should be applied to freelance trainers).

As these examples already indicate, the European landscape of training at workplace and ‘training of trainers’ was getting more colourful and it was not self-evident, how to promote European policies in an effective way. The approach of the project made it possible to get insights into the training contexts (companies, training providers, training arrangements) and to collect working issues. This all served as good preparation for the forhcoming European activities.

Analyses on the role of the European Qualification Framework(s) (EQF)

in the light of the above it was apparent that the ‘European dimension’ of the project TTplus was not to set common European standards for trainers – neither was there a case to declare a common recommendation for continuing professional development. Instead, the project provided an overview of the challenges and eventual steps forward in different countries (taking into account the organisational, institutional and policy contexts).

In this respect the analysis on the role of  the problems in applying European Qualification Frameworks (EQFs) to the field ‘teachers and trainers in VET’. Whilst in several countries, VET teachers were educated in universities or higher education institutions, this was not  the universal rule across Europe. In this respect the EQF for Higher Education (the Bologna process) provided the general framework. Yet, considering the career models of VET teachers, there was a tension between study programs for full-time students vs. professionals in the middle of career shift.

For the same reasons the European Qualification Framework for VET (or lifelong learning) did not provide an orientative framework for career progression – neither within the context of workplace training nor regarding career shift from training activities fro teacher duties. In this respect the German country report made transparent the initial discussion on such career models (and how to support them with different national frameworks). However, the discussion was at early stage and ITB got at that time linked with the developmental initiatives (after the TTplus project).

The consultation seminars – overall approach and insights into the workshops

In the light of the above it is interesting to note the opportunities provided by the Europe-wide Consultation seminars “VET teachers and trainers” in 2oo8 – 2009. This was a European Commission initiative to pull together knowledge and different stakeholders’ views via series of ‘regional’ workshops that cover all Members States, EEA partners and candidate countries. ITB won the tender with a consortium based on the Eurotrainer projects. The task was originally to organise six regional workshops to cover different European regions and to draw conclusions from hitherto implemented policies and intiatives for common European initiatives. The expectations were rather high regarding conclusions that could support incorporation of VET teachers and trainers into EQFs or under specific EU-level ‘communications’ (from the Commission to the European Parliament).

The workshops were designed as higly participative, interactive and collaborative events with quick shifts between differen kinds of sessions as the following:

  • Statements on the wall: Collection of statements on the roles, tasks and development prospects of trainers –  collected and grouped on the wall under respective headings – reflections on different positions and groupings.
  • Witness sessions: Quick presentations on recent innovations/initiatives/pilots that the participants bring from their home countries – what were the strengths/weeknesses, what made them sustainable/fragile.
  • Mapping European policies/initiatives: Participants were asked to fill in ‘problem’ cards, ‘method/measure’ cards and ‘policy’ cards to outline proposals. The groups collected and grouped the results.
  • Priority ranking: Participants were asked to indicate European ‘priorities’ that had been high and should be kept high vs. had been high but should be lowered vs. had been low and should be topped up vs. had been low and should be kept low.

These were some examples of the activities that were managed in the workshops. Altogether they gave the participants a good feeling that their views were respected, their contributions were taken on boards and the the groups worked together. Indeed, as ‘regional’ and trans-national workshops for knowledge sharing and dialogue the events served very well. However, the problem was in brining the European policy level into discussion and developing the feedback processes in such a way that European policy-makers could draw conclusions for their work.

I think this is enough of the projects and activities of this period. They were rich learning experiences but showed major difficulties in working towards a European synthesis – and at the same time shaping recommendations for development activities in particular VET contexts. This challenge will be explored in the forthcoming blogs.

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees.
