PLE2010 – reflections on the review process

A quick update in my series of posts on our experiences in organising the PLE2010 conference. We received 82 proposals for the conference – far more than we had expected. The strong response, I suspect, was due to three reasons: the interest in PLEs in the Technology Enhanced Learning community, the attraction of Barcelona as a venue and our success in using applications like Twitter for virally publicising the conference.

Having said that – in terms of format in seems to me that some of the submissions as full conference papers would have been better made under other formats. However, present university funding requirements demand full papers and inhibit applications for work in progress or developing ideas in more appropriate formats.

For the last two weeks I have been organising the review process. We promised that each submission would be blind reviewed by at least two reviewers. For this we are reliant on the freely given time and energy of our Academic Committee. And whilst reviewing can be a learning process in itself it is time consuming.

Submissions have been managed through th open source Easychair system, hosted by the University of Manchester. The system is powerful, but the interfaces are far from transparent and the help somewhat minimalist! I have struggled to get the settings in the system right and some functions seem buggy – for instance the function to show missing reviews seems not to be working.

Two lessons for the future seem immediately apparent. Firstly, we set the length of abstracts as a maximum of 350 words. Many of the reviewers have commented that this is too short to judge the quality of the submission.

Secondly is the fraught issue of criteria for the reviews. We produced detailed guidelines for submissions based on the Creative Commons licensed Alt-C guidelines.

The criteria were:

  • Relevance to the themes of the conference although this does not exclude other high quality proposals.
  • Contribution to scholarship and research into the use of PLEs for learning.
  • Reference to the characteristics and needs of learners.
  • Contribution to the development of learning technology policy or theory in education.
  • Links that are made between theory, evidence and practice.
  • Appropriate reflection and evaluation.
  • Clarity and coherence.
  • Usefulness to conference participants.

However, when I sent out the papers for review, whilst I provided a link to those guidelines, I failed to copy them into the text of the emails asking for reviews. In retrospect, I should have attempted to produce a review template in EasyChair incorporating the guidelines.

Even with such explicit guidelines, there is considerable room for different interpretation by reviewers. I am not sure that in our community we have a common understanding of what might be relevant to the themes of the conference or a contribution to scholarship and research into the use of PLEs for learning. I suspect this is the same for many conferences: however, the issue may be more problematic in an emergent area of education and technology practice.

We also set a scale for scoring proposals:

  • 3 – strong accept
  • 2 – accept
  • 1- weak accept
  • 0 – borderline
  • -1 – week reject
  • -2 – reject
  • – 3 – reject

In addition we asked reviewers to state their degree of confidence in their review ranging from 4, expert, to 0, null.

In over half the cases where we have received two reviews, the variation between the reviewers is no more that 1. But there are also a number of reviews with significant variation. This suggest significant differences in understandings by reviewers of the criteria – or the meaning of the criteria. it could also just be that different reviewers have different standards.

In any case, we will organise a further review procedure for those submissions where there are significant differences. But I wonder if the scoring process is the best approach. To have no scoring seems to be a way fo avoiding the issue. I wonder if we should have scoring for each criteria, although this would make the review process even more complicated.

I would welcome any comments on this. Whilst too late for this conference, as a community we are reliant on peer review as a quality process and collective learning and reflection may be a way of improving our work.

Infrastucture is still an issue for learning in organisations

I caused some amusement on Twitter yesterday, tweeting out “Anyone know of closed group microblogging service which will run on windows 2000 / IE6?.” Lets provide some background to this.

I am helping run an on-line course for a large education provider.

The management is keen on professional development to update staff on how to use Web 2.0 and social software as part of their professional practice.

Cutting a long story short, the difficulties started when we found they were unable to access Elluminate from some of their computers. Things got worse when we discovered they were unable to access most to the sites we wished the learners to use e.g youtube, slideshare, Facebook due to a corporate Firewall.

We worked around the problem with the IT department taking down the firewall for nominated users, using a special log in.

We decided to use Edmodo for communication between the participants. Then, yesterday, we discovered that  many of the organisations computers are using Internet Explorer 6 on Windows 2000 operating system. Edmodo will not work on this set up. Hence the flurry of last minute searching for a solution. Thanks to advice from @wollepb we looked at the free cloud hosted service of Laconia from StatusNet. This is an impressive service, through in the end we decided to throw caution to the wind and go with Twitter.

Now for some lessons. If education organisations wish to use Web 2.0 and social software, they have to ensure proper access, both through the Internet and through appropriate up to date hardware and software. Indeed, there is little justification for using Internet Explorer 6 in this day and age. And corporate firewalls are hindering the productivity of organisations and even more so the ability of staff for informal learning in the workplace.

But, in this case at least, the managers are keen for learning to take place. I suspect they simply did not know of their organisation’s IT policies or understand the implications. Equally I am sure the IT department has been acting as they see it in the best interests of users in delivering a service with an ageing infrastructure. And I also fear this situation is not so uncommon in education organisations around the world.

The answers? I think managers and IT departments have to understand that the provision of computers and internet access is not just a technical issue. It effects the ability of staff to deliver services. It inhibits the development innovative pedagogies and services. Our pre-course questionnaire suggests most of the participants are familiar and have used many social software services, presumably from home. Lack of work access can only lead them to conclude that such services are not part of their professional practice but are limited to social use. Maybe we could devise some kind of model policies or better still policy discourse to allow organisations to explore these issues.

Developing a Pedagogical Framework for Web 2.0 and social software

Earlier this week, I wrote a post on issues in transitions between school and work, school and university and university and work. This is part of Pontydysgu’s ongoing work on the recently launched (no web site yet) G8WAY project. the project seeks to use social software to help learners in transitions. We are working at the moment on developing a Pedagogical Framework.

This is not so easy. I used to rail against the idea that educational technology is pedagogically neutral as so many vendors used to say. All technology has affordances which can facilitate or impair different pedagogical approaches. And whilst the educational technology community has tended to espouse constructivist approaches to learning, the reality is that most Virtual Learning Environments have tended to be a barrier to such an approach to learning.

However Web 2.0 and social software opens up many new possible approaches to learning, largely due to the ability for learners to actively create and through collaboration and social networking. But teachers constantly ask what software they should use and how they can use it in the classroom. What software is good for what pedagogic approach, they ask?

The idea of the G8WAY framework is enables us to map onto digital media and e-tools with regard to their learning characteristics, such as thinking and reflection, conversation and interaction, experience and activity or evidence and demonstration. This can then be used as the basis against which to benchmark pedagogical principles for any particular learning scenario developed within G8WAY.

So, for example, a learning activity that enables learners to reflect on their experience, say for example, in a work-based learning context – would map to ‘thinking and reflection’ and ‘evidence and demonstration’. In contrast, a learning activity that supported collaboration would map to the first three characteristics. Of course any one individual using this schema would map particular instances differently, depending on their interpretation of the framework and the context of use of the tools; the point is this framework provides a useful schema to think about tools in use and how they map to different characteristics of learning.

This seems a useful approach – the question is how to do it? Does anyone have any references to previous approaches like this?

Organising online meetings

Comments and informal discussions about my past post on virtual classrooms and online simultaneous meeting platforms seem to confirm my feelings. Adobe Connect is seen as very good, but also very expensive. Elluminate is also pretty good, but also costs money. DimDim and other Flash based systems are trying – but the audio is extremely unreliable. I was interested to see today that Scribblar is adding skype support to its platform – although at the moment only for one to one communication.

For meetings, I still think FlashMeeting, free and supported by the UK Open University, is the best of the bunch. The design does not really scale for large groups, neither is the feature set particularly extensive. But it is adequate and functional for project meetings.

Last week we were asked if we could support a board meeting of VETNET, the vocational education and training network of the European Educational Research Association (EERA). With little funding not all the members could afford to travel to a meeting in Germany. Around seven would be present face to face, but would it be possible to link in with four more members online?

Of course there are wonderful video conferencing suites which make this very easy. But once more they cost money. How could this be done on the cheap?

We used FlashMeeting. The remote participants simply logged in as usual from their computers using headphones for audio. All but one also has a webcam. In the face to face meeting we used a video camera with a gun microphone and projected the Flash meeting with a data projector onto a screen.

At first everyone was a bit concious of the technology and we made a few mistakes with people speaking when the microphone feed form the camera was not being broadcast into online meeting. But soon people seemed to forget the technology and the meeting was highly productive.

For Angelika Wegscheider, the EERA Administrator / Geschäftsführung from the European Educational Research Association and based in Berlin, it was the first time wshe had taken part in such a meeting. Afterwards she commented: “I would also like to thank your for having me virtually in your board meeting. Two reflections on this: I found it fascinating how much I felt to actually “be” in the meeting. I did most of the previous skype and online meetings without a camera and was surprised what value was offered when almost everybody is using a camera.

What I felt a bit difficult – and this might be lack of experience with meetings like that – is the following: if you speak as a virtual participant you see the same picture as all others – which is you yourself. I a way this is irritating, because you do not reactions of others on what you said. You have no means to check if people got your point. On telephone the second signals understanding with small words, in face to face you have body language in addition. Having none of both, mislead me in talking longer and explaining more than was probably necessary ….”

Angelica’s feedback is interesting. Not only do we need better technology, but we also have to look at how we can organise such meetings to overcome some of the social limitations of online meeting software,

Technical woes – do online meeting systems really work?

I spent a lot of time yesterday evaluating ‘virtual classrooms’ or spaces for online simultaneous communication.

The background: over the last two years I have recognised, presented and participated in a considerable number of seminars, workshops and conferences using Elluminate. Whilst it has its bad days, in general Elluminate is reliable and I am fairly confident in getting people online and in facilitating communication on the platform. So when I was asked to help organise an online course for careers guidance professionals, I based it around a mix of self directed activities using PBWorks and simultaneous online sessions in Elluminate.

Then came the problem. Elluminate is a Java based application and requires both Java to be installed and the opening of a couple of ports which are sometime closed by systems administrators. Indeed the ports had been closed but that obstacle could be overcome. But, for one reason or another (I am not quite sure what), the application could not be got to run on Windows XP machines on the clients network. So I was left looking for an alternative.

First on the list was Net Webinar. I was not much taken by this given the web page marketing hype (and the price) but we had been recommended to use it by our client. It is Applet based avoiding the need for Java or downloads and I could set up a free month’s trial. The application seemed very much to emphasise the role of the presenter. There was no shared whiteboard and the main role of participants seemed to be to ask text questions. Sadly last night the person I was collaborating with was unable to access the webinar I set up (I suspect an issue with Windows 7 netbook version). Today I tried again with another colleague and it all worked quite well but I couldn’t hear any audio from her. The manual is also curious, seeming to focus more on toll paid telephony than anything else!

Next we looked again at Flash meeting. Although I use it regularly for project meetings I had never tried it with the whiteboard and tools enabled. For interactivity, this requires each user to have their own account. Furthermore the design does not really work, neither are the presentation tools far developed. Flash meeting is as the name suggests a meeting tool, I think.

On to DimDIm. I like the design, although functionality is limited by only five microphones being available. And the big failing of many of these system seems to be that the Flash system they use is unreliable. When switching between modes – whiteboard, presentation etc. it seemed to do things to my audio. And this morning, trying it amongst three of us, one person could hear everyone, whilst two of us could not hear each other. Promising but two buggy to risk with a non techie audience.

At this point I tried a skype shout out. The first reply was from Nergiz Kern. “NergizK @GrahamAttwell @cristinacost Maybe a bit unconventional but what about http://www.scribblar.com/ ? (If all else fails).” I liked the approach , unconventional or not. But once more the audio failed miserably. On skype someone (by now I have forgotten who) recommended WizIQ. oh dear, the moment I tried to invite Cristina Costa (who by now I had inveigled as a fellow tester), the whole site went crazy on me. Things were moving all over the place. More Flash problems I suspect. Another one ruled out.

I tried another two systems this morning. Similar results. With he notable exception of Flash meeting, the implementation of Flash in these systems seems very buggy. It might work on a good day for most people. Or it might not. And even in Flash meeting we spend a lot of time saying “can you hear me.”

I didn’t try Adobe Connect. I cannot afford it. And the trial version is too limited to use for the sessions I am trying to organise. It should also be remembered that Elluminate is not free – it is just that I am lucky to have access to an install.

So my conclusion – Flash doesn’t really work. And none of the free systems are yet good enough for working with non technical first time users. Disappointing really. My latest thinking is to re-jig the session and use an embedded slidecast, along with an embedded chat room in PBWorks. It is all free and with a bit of luck and a following wind it might work. Or perhaps to use Edmodo.

Message to the readers

Hello everyone,

My name is Ilona Buchem and I will be writing here on how ICT is changing educational sciences and education research today. I titled this blog “Paradygmat” which is a Polish word for “paradigm”.  With Pontydysgu aiming at enhancing diversity and multilingualism, I will be writing here in Polish, my mother tongue. I hope that those of you, who can’t understand it, will be able to do so with the help of online translation services.

But let’s get back to the term “paradigm”. Based on the philosophy of Thomas Kuhn, “paradigm” refers to a set of practices, such as methods of observation and interpretation, which define a scientific discipline during a particular period of time. When limitations of basic assumptions in a particular field are recognized, a paradigm shift occurs. The existing paradigm is enlarged and frontiers of knowledge are pushed forward. For example, the printing press, Gutenberg’s invention and the making of books changed the culture and affected the scientific revolution. Similarly, information and communication technologies, such as social media or mobile devices, are driving a new paradigm shift today.

So in this blog, I would like to focus on how educational sciences are shifting towards more openness, interdisciplinary exchange and collaboration, discourse beyond traditional boarders, stronger interactions with practice etc. I would like to discuss with you the impact of scientific peer online communities, interdisciplinary research, collaborative scientific writing, new practices and formats of conferences and symposia, to name a few.

I am looking forward to discussing these interesting topics with speakers of Polish and speakers of other languages! Hope we will enjoy it and learn from each other!

Is the way we are using Twitter changing?

I was idly wasting time reading my twitter stream and it occurred to me that I seem to be getting less tweets these days. So I twittered out “Is it my impression or do i get less tweets these days. Following more people so are they just tweeting less?: And in the wonderful way that twitter works back came a reply from @paulbrichardson: “I am getting fewer tweets too. But there is more substance to them – usually expressing or referencing an idea..” This was quickly followed up by “Worried that my last tweet points to an attempt at a taxonomy of tweets. I am definitely not going there though…” And of course @tmartinowen couldn’t resist the bait: “here is a totally unsubstantial tweet – just to keep the classification going – or does the parenthesis give it substance?”

Nor would I wish to risk a classification. But there do seem to be a few things going on in the way we are using twitter (or at least the people I follow). There are far less of the straight forward “good morning Twitterverse” or “had a great lunch” or “tired and going to bed now” type tweets. u suspect this was a leftover from the Facebook status update days (in the same way few people are bothering to update their skype status nowadays). Have we simply become bored with our own mundane lives?

And Paul is right – most of the tweets I receive do seem to be on points of substance and many point to a resource. This may be due to the increasing use of sophisticated Twitter clients and to cross application linking through the API (e.g posting Diego links to twitter). Twitter is becoming a rich repository of links to resources. However discovery remains problematic and harvesting is tricky due to lack of longevity.

This is all to the good. But I am increasingly missing the social nature of Twitter which also seems to be on the wane. We are using twitter for reporting and shouting out but does it still retain the social and collaborative nature of its early days? Of course there remain the odd maverick – @johnpopham’s #uktrains series is strangely compulsive.

A further trend is to increase the ability of machines to read twitter through hash tag taxonomies. As reported in the ReadWriteWeb a group of hackers ” in collaboration with Project EPIC, developed a new syntax to make it easier for computers to read tweets from areas that are affected by a disaster. If adopted widely, this new hashtag-based syntax will make it easier to automatically extract data about locations or the status of a road or person.”

But as comments on the blog pointed out such taxonomies are far from people friendly. is there a trade off between machine readable functionality and human and social uses of media?

Twitter is an interesting platform because of the wide affordances in its social use. The changing ways in which we are using Twitter may point to the evolution of the use of wider social media in the future.

Anyway – time to send a tweet announcing this post 🙂

Crowd sourcing the European foresight study: your chance to be an expert

Here is a bit of fun. I have been invited as an ‘expert’ “to participate as an expert in a vision-building process on the future of learning aimed at assisting European policy-makers in addressing the challenges that lie ahead. This is a great opportunity for you to have an impact on European policy making and actively shaping the Future of Learning.”

The invitation continues: “Before giving you instructions on what we are asking you to do, we would like to briefly introduce the context and methodology of the study.

The context of this study
The European Commission has recently launched a foresight study on “The Future of Learning: New ways to learn new skills for future jobs”. This study intends to develop visions and scenarios on the ways in which new skills and competences will be learned in Europe in 2020-2030. The study addresses the following dimensions:
(1) Emergent skills and competences associated with future jobs
(2) New ways and practices of acquiring knowledge, skills and competences
(3) Associated changes in the roles of the participants in the learning process, i.e. learners and teachers
(4) Implications for existing Education and Training institutions, systems and policy frameworks
(5) The role of information and communication technologies in transforming and supporting creative and innovative learning
(6) Changes and challenges to assessment, certification and accreditation
(7) Implications of the envisaged changes for present policy action and support

The project team is made up of researchers from the European Commission Institute for Prospective Technology Studies (IPTS) in Seville; TNO, the applied research and technology organisation of the Netherlands; the Open University of the Netherlands; and AtticMedia, a specialist learning communications agency from London. This team will, over the next 12 months, develop a number of visions and scenarios on the future of learning and review their implications for policy making.

Your contribution to the study
As a first step in this project we would like to invite you as an expert to contribute to a vision building process using the group concept mapping method (GCM). As communicated in the invitation, you will be involved online (using e-mail) in two stages of the methodology, namely (a) individual brainstorming of ideas and (b) individual sorting and rating of ideas. In the brainstorming phase you will be asked to generate ideas about specific aspects of education of the future. This phase will typically take between 10 and 15 minutes. A week later, you will receive an aggregated list of ideas generated by all experts involved to, first, sort the statements in groups of similarity and then rate them on some scales (e.g. importance and feasibility). If you would like to know more about the GCM methodology, a short description with examples from various projects is attached to this e-mail (Concept System Introduction). Those of you familiar with the classical concept mapping approach, will probably notice substantial differences with the GCM methodology.

Please read the following instruction for the brainstorming phase of the study carefully.

Instruction to the first phase of the study
We all have the feeling that education in 20 years will have to be different from education today. Education then will possibly deal with a new set of skills and competences, new curriculums or types of curriculums, innovative ways of learning and assessment, different roles for teachers and educational institutions, different impacts of technology, just to mention a few.

1.       We ask you to generate statements about your thoughts about education in 20 years, and to do this using the following format:

One specific change of Education in 20 years will be that:”

I am not sure about my qualifications as an expert in this study, nor indeed that experts are the answers to such a study.

Anyway my somewhat esoteric list is posted below. But what do you think. Post your ideas in a reply – who knows, we might do better than the “experts”, and if enough reply I will find a way to move to stage 2 which involves the sorting and rating  of proposed changes

My ideas

  • We will recognise people for what they do rather than what qualifications they have
  • Open learning through the internet will become common
  • Learners will be expected to take control of their own learning
  • Formal learning  will become more episodic with people entering and leaving education at various points in their career path
  • Digital identities (and portfolios) will replace traditional CVs
  • Management of digital identities will become a crucial competence
  • The workplace will become a major context for learning
  • Mobile internet enabled devices will become the major tool for learning
  • Practice will become a focus for learning and will be captured through mobile devices and integrated with cloud based portfolios
  • Augmented reality applications will be a major tool for learning
  • Schooling will become a less important focus for learning as learning moves into the workplace, community and home
  • Higher education will return to its traditional core purpose of research
  • Vocational education and training become the major organisational form of learning
  • Systems and services will be developed to allow mutual peer group learning between groups of interested learners
  • Text books will be replaced by electronic multi media publications
  • Blogs and other internet based multi media will be recognised as legitimate publications for researchers
  • Multi User Virtual Environments will render physical attendance in school and university unnecessary
  • The financial crisis will lead to the increasing privatisation of universities
  • High course fees will deter many working class students from attending higher education
  • Open Educational Resources will become widely adopted
  • Virtual mobility will break down barriers between national education systems
  • There will be a lowering of the school leaving age as it is recognised that other contexts for learning may be more effective and more motivating than school
  • We will cease to rely on experts as the source of knowledge and curriculum and move towards quality based on use and endorsement through internet systems
  • Context specific learning materials and tasks will lead to more localised learning
  • Personal Learning Environments will replace institutional Virtual Learning environments
  • Occupational profiles will become broader incorporating elements of what are now seen as individual occupations
  • It will become common for people to move between occupations with learning key to supporting such moves
  • Traditional disciplinary boundaries will break down with learners pursuing individual learning programmes based on multi and inter disciplinary learning
  • Educational institutions will be reinvented as community knowledge centres serving both geographical communities and wider dispersed communities
  • Inter sector and inter subject networks of institutions will combine to form networks based on purpose and interest

    Cyborg patented?

    Forbes reports that Microsoft has obtained a patent for a “conversational chatbot of a specific person” created from images, recordings, participation in social networks, emails, letters, etc., coupled with the possible generation of a 2D or 3D model of the person.


    Racial bias in algorithms

    This week, Twitter apologised for racial bias within its image-cropping algorithm. The feature is designed to automatically crop images to highlight focal points – including faces. But, Twitter users discovered that, in practice, white faces were focused on, and black faces were cropped out. And, Twitter isn’t the only platform struggling with its algorithm – YouTube has also announced plans to bring back higher levels of human moderation for removing content, after its AI-centred approach resulted in over-censorship, with videos being removed at far higher rates than with human moderators.


    Gap between rich and poor university students widest for 12 years

    The gap between poor students and their more affluent peers attending university has widened to its largest point for 12 years, according to data published by the Department for Education (DfE).

    Better-off pupils are significantly more likely to go to university than their more disadvantaged peers. And the gap between the two groups – 18.8 percentage points – is the widest it’s been since 2006/07.

    The latest statistics show that 26.3% of pupils eligible for FSMs went on to university in 2018/19, compared with 45.1% of those who did not receive free meals. Only 12.7% of white British males who were eligible for FSMs went to university by the age of 19. The progression rate has fallen slightly for the first time since 2011/12, according to the DfE analysis.


    Quality Training

    From Raconteur. A recent report by global learning consultancy Kineo examined the learning intentions of 8,000 employees across 13 different industries. It found a huge gap between the quality of training offered and the needs of employees. Of those surveyed, 85 per cent said they , with only 16 per cent of employees finding the learning programmes offered by their employers effective.
